This severely undermines the fundamental principle of housing permanence and residents’ sense of security in their long-term homes. <\/p>\n\n \u2013 Income limits and fixed-term rental agreements also create incentive traps, Tuomala reminds.<\/p>\n\n In some situations, it is not worthwhile for a resident to accept a higher-paying job if they would simultaneously lose their affordable home. Changes to housing benefits further weaken the tenant’s position. <\/p>\n\n The government programme’s objectives mention the introduction of a guarantee fee for the construction of new rental apartments.<\/p>\n\n \u2013 This will inevitably increase residents’ rents, as the costs of new housing projects will rise, Tuomala estimates.<\/p>\n\n Furthermore, there will be reductions in the construction of housing for special groups. In contrast, the government programme’s goal of streamlining zoning is a commendable objective. <\/p>\n\n The government aims to promote the functionality of the housing market while reducing ARA-subsidised housing production. Affordable housing is promoted in the government programme through market-rate housing stock. <\/p>\n\n \u2013 Both types of operators are needed. However, non-profit organisations play a key role in preventing segregation and the differentiation of areas. Short-term savings can create far-reaching social challenges, Tuomala states. <\/p>\n\n A positive aspect of the government programme is its focus on alternatives for senior living: communal living solutions are called for in housing for the elderly.<\/p>\n\n \u2013 As pioneers in communal living, we consider the proposal a good opening move. Most elderly people wish to live in their own homes for as long as possible, but safely.
