The ARVO project for regional housing development has concluded. Setlementtiasunnot participated in this 2.5-year project.

The task of the ARVO project was to develop resident-oriented housing concepts and to assist municipalities and companies in collaboratively developing even better and more sustainable living environments for residents.

– It was great to notice that, regardless of their starting points, actors in the field share very similar aspirations to promote mutual cooperation. Our common goal is a good outcome: a functional and ownership-diverse residential area for residents. It is generally recognized in the field that preventing segregation in the planning and implementation of residential areas is a positive thing, says Setlementtiasunnot’s Property Director Eemeli Lönnqvist.

During the project, study trips were made, and information was collected, for example, on housing preferences and their changes, to serve as a basis for development work. The cooperation of many actors brought forth diverse perspectives.

– During the project, it became evident that more flexibility is clearly needed, for example, in zoning plans. Zoning plans that are locked in at a very early stage were perceived as factors that even slow down projects when market conditions fluctuate. New types of residential areas also require new ways of thinking about ownership and the management of maintenance operations, Lönnqvist states.

The ARVO project was implemented by the University of Tampere. The final seminar was held on January 27, 2025.
