The Housing Deeds Award has been granted to Setlementtiasunnot Oy and its supported housing in Härmälänranta, Tampere.
In Härmälänranta, supported housing for people with intellectual disabilities is located in regular residential buildings as part of other rental apartments and the neighborhood. This operating model supports inclusion in a shared living environment and represents ordinary housing, which has been the goal of the Kehas program.

The Härmälänranta site represents a communal housing policy implemented through the cooperation of many parties, emphasizing togetherness and shared activities among neighbors. The evaluation panel found the operating model of the housing coordinator and the development work of the resident committee particularly innovative. In Härmälänranta, residents’ wishes are heard, and their self-determination is supported.
The Housing Deeds Award, granted for the first time, is given for an operating method or solution that serves as a trailblazer for the housing of people with intellectual disabilities, is innovative, and promotes equal housing.
The award is granted by the Ministry of the Environment and the Ministry of Social Affairs and Health, which were responsible for the implementation of the Kehas program.
In addition to the ministries, the award jury included representatives from the Association of Finnish Local and Regional Authorities, ARA, Me Itse ry, THL, the Steg för Steg organization, and relatives.
